FDLR Recruitment Patterns: Coercion, Incentives, and Ideology

Interviews with 34 former FDLR combatants conducted between October 2024 and February 2025 reveal a tripartite recruitment model that has evolved significantly from the group's origins. While forced conscription remains a documented practice — particularly targeting adolescent males in villages under FDLR influence — voluntary recruitment driven by economic desperation has become the dominant pathway.
Economic Motivations
Among voluntarily recruited combatants, 71% cited poverty and lack of livelihood alternatives as the primary motivation. The FDLR's ability to offer regular food, a minimal cash stipend, and social status in areas of extreme deprivation represents a powerful pull factor that strictly military counter-insurgency operations fail to address.
