Displacement Surges in Masisi as FDLR Activity Intensifies

UNHCR reported a sharp increase in displacement figures from Masisi territory, with 47,200 newly displaced persons registered in the six-week period ending April 3, 2025. The surge correlates with documented FDLR activity in Bashali and Ufamando groupements, where armed incursions have targeted villages for food, forced labor, and recruitment.

Humanitarian Access Constraints

Humanitarian organizations report severe access constraints in the most affected areas. Three NGO convoys were turned back at armed checkpoints in late March, and MSF suspended operations in Kilolirwe subzone following a direct threat against local staff. The combination of active conflict and access denial is leaving an estimated 23,000 displaced persons without food assistance.
